Mission Statement

To provide responsive, creative and ethical legal services in a cost-effective manner to the Board of Commissioners, County Departments, Elected Officials and the Taxpayers of Adams County, such that the County achieves its policy and operational goals while advancing the public’s trust.

Scope of Services

The Solicitor’s Office acts as General Counsel to the County Commissioners and all County Departments.  The County Code delineates the statutory duties of the County Solicitor, including the commencement and prosecution of all legal actions brought by the County, and the defense of the County in all actions or lawsuits brought against the County.  These offices advise the Board of Commissioners, other County Boards, and County Departments on a variety of legal and policy matters.  The Solicitor’s Office drafts and reviews policies, legislation, regulations and ordinances, conducts research, and provides advice that is both reactive and proactive. The Solicitor’s Office coordinates and supervises outside counsel and Special Counsel, as needed. The County retains Molly R. Mudd, Esquire as its legal counsel.
