Commissioner Randy Phiel began his first term as County Commissioner in 2012. He received a BS in Administration of Justice from American University and MS in Public Administration from Shippensburg University, where he was also Graduate Assistant for the Department of Local and State Government.

Commissioner Phiel had a 30 year career as a United States Law Enforcement Ranger with NPS, Department of the Interior from 1977 - 2008.  Beside his normal law enforcement duties he served as Park Watch Coordinator, Public Information Officer, Acting Safety Officer and was assigned to Wildfire, Homeland Security and Dignitary Protection Details. An interesting fact is that Commissioner Phiel personally transported an original copy of the Gettysburg Address back and forth between Gettysburg and the Library of Congress six times in the back seat of his patrol vehicle.

Commissioner Phiel served as Cumberland Township's Supervisor, and was a member of the Cumberland Township Municipal Authority Board and the Police Commission.  He has been the Operations Manager for the Annual Gettysburg Civil War Reenactment since 1995.  Commissioner Phiel is the CCAP Board Of Directors Commissioner Representative from District III.  District III is comprised of Adams, Franklin, Fulton, Bedford, Somerset, Huntington and Juanita, Mifflin, Blair & Perry. 

Commissioner Phiel is a third generation native of Adams County.  He and his wife of 39 years Kathy, enjoy traveling and spending time with their 4 children and family pets.  He has hiked the Grand Canyon 3 times rim to rim camping on the Colorado River. Randy loves Adams County and is extremely honored to serve the residents of Adams County.
