The goals of Pennsylvania's Juvenile Justice System Enhancement Strategy (JJSES) align with those of Balanced and Restorative Justice (BARJ). JJSES seeks to reduce harm by applying the best-known research to the principles and goals of BARJ. Using actuarial assessment tools, cognitive behavioral interventions, and performance measures to make incremental improvements, and addressing not just the youthful offender but the entire family, are just a few ways the JJSES supports BARJ mission of reduced harm. 

The Juvenile Justice System Enhancement Strategies are designed to achieve greater community protection for the citizens of Pennsylvania through reduced recidivism. One of the benefits of BARJ mission is that it does not pit one stakeholder group against another (i.e., victim against juvenile, community against victim, or juvenile against community). Instead, the true spirit of BARJ is demonstrated when each affected party's needs is attended to and future harm is diminished. These are the potential implications that a successful application of JJSES can achieve: fewer victims, safer communities, and youth who gained prosocial competencies and who contribute to their families and communities.
